We partner with community-based organizations, philanthropy, and public agencies to design learning and evaluation processes that are rigorous, participatory, and grounded in lived experience. We help organizations understand how their strategies are working, strengthen internal capacity, and use evidence to inform decision-making, advocacy, and systems change.

Learning & Evaluation

We design learning and evaluation processes that help organizations reflect, adapt, and take action. This includes mixed-methods evaluation, evaluation framework design, and participatory community engagement. Evaluations are grounded in collaboration and focused on producing insights that are practical, accessible, and useful.

Evaluation Capacity Building

We work with organizations to embed learning into how they plan and make decisions. This includes supporting grantee learning and technical assistance initiatives, developing collaborative learning agendas, and building organizational capacity to implement evaluations internally.

Facilitation & Strategic Reflection

We create structured spaces for groups to pause, learn, and align. Through participatory workshops, collaborative data exploration, and strategic planning processes, we use creative and fun facilitation approaches to enhance engagement, surface insight, and strengthen shared direction.

About

Based in Los Angeles, Shayla Spilker is a research and evaluation consultant with nearly 15 years of experience in public health policy and applied research. Passionate about driving meaningful change, she partners with organizations to embed strategic and evaluative thinking into their efforts to advance equity and systems transformation. Her work is grounded in partnership, curiosity, and practical insight.
